Ombudsman orders dismissal of Mayor Barcelon for Nasugbu dumpsite
Nasugbu Mayor Antonio Jose Barcelon has been dismissed by the Office of the Ombudsman for grave misconduct and gross neglect of duty for a non-environmentally compliant dumpsite.
Former Ombudsman Conchita Carpio-Morales and Environmental and Deputy Ombudsman for Luzon Gerard Mosquera signed the decision last July 4.
The Office fo the Ombudsman said the Batangas politiko should be held administratively liable for entering into a Memorandum of Agreement (MOA) with RS Pamintuan Construction Supply in 2009 without the authority of the municipal council.
RS Pamintuan Construction Supply was asked to clear and excavate the municipal dumpsite.
But Ombudsman said “the MOA was for quarrying operations and there was no attempt to close and rehabilitate the open dumpsite until July 2013 and the quarrying operations were illegal for lack of quarry permits.”
